What are the rules that makes a vegetable - a vegetable? For instance, is a tomato a vegetable or a fruit - and why?

Vegetables are also fruits because they come from what is produced from a flower. But, a vegetable is distinguished from a fruit - because a vegetable falls more under the category of an edible part borne from the flower. Is not sweet and juicy or has nectar. Can be eaten raw or cooked, but is most likely to be favorable to be eaten cooked or seasoned as a part of a salad.

A vegetable does NOT have seeds, and a fruit DOES have seeds. Therefore a tomato is a fruit. :)
