If you have access to another computer, pull out the damaged drive and install it as a "slave" drive on the new computer. You will then be able to browse the damaged drive and recover the files/folders.
If you're trying to recover files/folders inside the "Documents and Settings" folder, you will need to copy the entire "Documents and Settings" folder to another hard drive, then access the files. Otherwise, you'll get a dreaded "Access Denied" message because those files are protected by Windows on the original drive.
