A late answer...after all my computers have finally adjusted and my poor fingers rested after adjusting everything else! I've often wondered why we don't just compromise at a half-hour in between and call it over and done with. (Like above, bah, humbug!) And they say, vibrations of cesium are used to figure the passage of time because their vibrations are so accurate and predictable, but I want to know, compared to what? (How do they know cesium is accurate, unless they have something accurate with which to compare it?)

Yes, Congress passed an Act that begins in 2007 to make daylight savings start three weeks earlier on March 11th, 2007. It will also end one week later than usual on November 4th, 2007. This will give people more daylight during more days of the year.
